I finished Factions the other day and I want to turn my book in for Kurzick rep. It says that 40k will go towards the title "Friend of the Kurzick", which is great. My question is, will I also obtain 40k rep to spend for rep, amber, etc.? I haven't turned it in yet because currently my cap is at 27k and I don't want to lose out on any rep. Thanks in advance.

No. You won't get 40k faction to spend. It only goes towards your Friends title.

As dansamy says, the reputation you gain from turning in a completed Shiro's Return book will go straight into the 'Friend of the Kurzicks/Luxon' title, rather than into your Kurzick/Luxon faction. So you can't turn it into amber/skills/double rep.
